When you rollback an issue template or a process template,
  • You make a copy of all the fields and settings of a previous version of the template and make them the current unpublished version of the template
  • If you have any unpublished changes to the template at the time you perform a rollback, they are discarded
You have to publish it to confirm the changes. From a data structure perspective, these are all new objects with a new set of IDs. The relationship with previous versions is maintained through versionReference so we can keep track of the data across versions. But in terms of the data, these are all independent new objects with their own id.
